I can only comment on no. 2. Maybe because I live primarily isolated on a mountain, I consider my "region" the internet -- which is global. That's how I "write through regions"...? Technology (TV, internet, et al) making more true the global village...?
(1.) Minor, at best.
(2.) Thanks to the colonization of the "New World" and today's globalization, regional writing is nearly extinct. I don't really see this as a negative development. We all now, more or less, belong to a global region, with some local variations. At least in English, a region can include multiple other locations within itself. My Boston includes Caracas, Mexico City, Tampa, New York and Providence.
